
Raluca Gherghinaru mainly focuses on Belgian and European regulatory law, with a special interest in public procurement law, competition law, state aid law, internal market legislation and regulated markets and industries. She is member of the Brussels Bar.
Her broad practice and expertise cover complex litigation in the above-mentioned areas of law, where she assists and represents clients in all types of proceedings before the EU and Belgian Courts and the European Commission. Raluca also specialises in developing the overall legal strategy of companies and public authorities, including within the context of litigation. With regard to her expertise in the public procurement field, Raluca assists contracting authorities and tenderers both in the pre- and post-award phases.
Raluca has published several books and articles in the area of EU law, with a particular focus on topical issues concerning public procurement, access to documents and state aid. She also regularly gives lectures and seminars on various subjects relating to her areas of expertise.
She studied law at the Robert Schuman University in Strasbourg where she obtained a master's degree in EU law (2004-2009). After her studies, she worked for a leading international law firm in Bucharest and for the European Commission.
Raluca joined & DE BANDT in August 2011 and was named partner in July 2020.
